NIH Strategic Plans for HIV and HIV-Related Research guide the largest public investment in HIV research, building on scientific progress and opportunities for advancing research to end to the HIV pandemic. These plans provide a roadmap for the NIH HIV research program, ensuring that funds are allocated in accordance with established NIH scientific research priorities.

OAR leads the effort across NIH Institutes, Centers, and Offices to establish HIV research priorities and develop this strategic plan. The priorities and plan are informed by input from a broad range of interested parties, including researchers, health care professionals, advocates and health advocacy organizations, scientific or professional organizations, government agencies, and community members.

Through September 30, 2030, NIH HIV research is guided by the FY 2026–2030 NIH Strategic Plan for HIV and HIV-Related Research.

FY 2026–2030 NIH Strategic Plan for HIV and HIV-Related Research

The Plan consists of an overarching priority and three strategic goals corresponding to research, capacity, and operations. Each goal is defined by objectives and areas of interest for continued investment.

  • Overarching Priority: The Plan amplifies the role of implementation science as an overarching priority, reflecting an expanded vision for NIH HIV research. Increased investment in implementation science and emphasis on an implementation science lens across the research-to-practice continuum underscores NIH’s intention to ensure all people benefit from effective HIV prevention, care, and treatment strategies.
  • Research Goal: NIH supports rigorous, reproducible, and innovative research to end the HIV epidemic and improve the health of people of all ages with, at elevated risk for, or affected by HIV. The research goal specifies four objectives representing the research-to-practice continuum: fundamental research, preclinical research, intervention research, and implementation research.
  • Capacity Goal: NIH invests in capacity-building efforts to expand the HIV workforce, strengthen research infrastructure, and enhance innovative methods and technologies. Support for these activities promotes the sustainability of all types of HIV-related research.
  • Operational Goal: NIH applies organizational strategies that facilitate productivity, efficient resource management, and transparent decision-making to achieve the HIV research mission.
