Issel Anne Lim, Ph.D.

Issel Anne LimIssel Anne Lim, Ph.D., joined the NIH OAR in May 2022 as the Senior Policy Advisor, supervising the Policy, Legislative, Communications, and Engagement (PLCE) team. Dr. Lim oversees the development of the Professional Judgment Budget, Congressional Budget Justification, and Operational Planning, as well as key science policy initiatives, legislative updates, communications products, and outreach efforts. Previously, as Team Lead for Science Policy and Planning at the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), Dr. Lim’s responsibilities included strategic planning, coordinating NIH-wide reports and Federal projects, drafting talking points for Congressional testimony, and analyzing data on maternal and child health, as well as rehabilitation research, disabilities, population health, and other topics in NICHD’s mission. Dr. Lim originally joined the NIH as a AAAS Science & Technology Policy Fellow, helping to implement rigor and reproducibility policies at the NIH Office of Extramural Research. Previously, at Johns Hopkins University, she completed her Ph.D. in biomedical engineering and an interdisciplinary postdoctoral fellowship in radiology, psychiatry, and neuroscience, developing MRI acquisition and analysis methods to characterize iron in the brain and spinal cord for neurodegenerative diseases. She earned her B.Sc. in Biology, with minors in biomedical engineering and toxicology, and a concentration in technical writing from the Massachusetts Institute of Technology (MIT).
